Malawi intros digital system to monitor service delivery

LILONGWE, (CAJ News) – MALAWI is introducing a digital dashboard to ensure transparency in the implementation of Constituency Development Fund (CDF) projects.

The Ministry of Local Government and Rural Development, as well as the Ministry of Information and Communications Technology, have announced this as part of the reformed CDF rollout.

Ben Phiri, the Minister of Local Government and Rural Development, said the digital dashboard would enable the public to monitor the progress of all projects.

“The dashboard will display real-time progress of works being undertaken across all constituencies in the country,” he explained.

“This move is aimed at ensuring that taxpayers can directly follow how their money is being utilised. The dashboard will feature a public portal that will allow citizens to interact with project documentation and updates at every stage of implementation.”

Already, the government has floated an advertisement to recruit constituency works supervisors, constituency accounts assistants and constituency assistant procurement officers as part of the reformed CDF rollout.

Phiri said the recruitment drive would create more than 680 direct jobs across Malawi.

A total of 228 accountants will be employed, alongside qualified procurement officers in all councils.

Constituency Development Committees have been established countrywide.

Overseen by the Ministry of Local Government and Rural Development, the CDF is a government initiative that directly channels funds to electoral constituencies to finance local, grassroots-level development projects such as schools.

This year, the allocation has been increased to K5 billion (US$2,9 million) for each of the 229 constituencies.

More than 70 percent is to be directed towards infrastructure development.

During the 2026 State of the Nation Address, President Arthur Mutharika directed all ministries, departments and agencies in Malawi to transition to digital operations.

The move aims to curb bureaucratic delays and make essential public services accessible online.
