Rwanda penalises Canalbox for poor network services

KIGALI, (CAJ News) – RWANDA’S information and communication technology (ICT) regulator has imposed an undisclosed penalty and ordered internet service provider Canalbox to compensate customers affected by poor network service recently.

The Rwanda Utilities Regulatory Authority (RURA) deems this continued non-compliance under the country’s Article 269 of Law No. 24/2016.

RURA stated the operator was required to compensate all customers affected between April 13 and 20, pay daily penalties until full compliance is achieved and submit progress reports within the prescribed timelines.

The regulator stated GVA has committed to compliance.

RURA has assured that it will continue to closely monitor progress to ensure full service stability.

“Failure to comply will result in further regulatory action,” it warned.

At the time of the disruptions, Group Vivendi Africa-operated Canalbox officially acknowledged the issue and attributed it to “an international partner experiencing technical difficulties.”

It apologised to customers.

In July 2025, RURA fined MTN Rwanda R₣30 million (more than US$20 800) following network disruptions and imposed undisclosed sanctions on KT Rwanda after fibre optic connectivity disruptions.
